| David F. Emery has worn many hats during
his career. A native of Rockland, Maine, he has served his State and the
nation as a two-term State Representative, a four-term Congressman, and
as the Deputy Director of the United States Arms Control and Disarmament
Agency during the Reagan Administration. After returning home to Maine,
Dave served for a brief period as the Interim President of Thomas
College in Waterville, Maine. He is a 1970 Electronic Engineering
graduate of Worcester Polytechnic Institute in Worcester, MA. |

| During the fall of 1984, he
represented the United States at the First Committee of the
United Nations in New York City and Geneva, Switzerland. This
was a turbulent time in international diplomacy due to the
tension between East and West over the arms reduction
talks. Finally, however, a great success was achieved with
the removal of intermediate range weapons from Europe. |

When the Emerys returned to Maine
in 1989, Dave served as the Interim President of Thomas College
in Waterville, Maine, and on its Board of Trustees. As
President, he was responsible for devising and implementing a
development plan; for overseeing and managing the overall
operation of the College; and representing the College at
Academic and other functions. |

| It was during this period following
his return that Dave Emery founded Scientific Marketing &
Analysis to provide public opinion research and analysis;
public policy guidance and marketing strategies for businesses
and interest groups; political consulting and strategy
development for referendum elections and Republican candidates;
and legislative and government relations. Scientific
Marketing also provides support and technical services for
other public opinion research firms. |

Dave Emery is recipient of
various awards and honors from such organizations as the Freedom
Foundation and the National
Federation of Independent Businesses, and he holds honorary
degrees from several New England colleges: Doctor of Law, Thomas
College in Waterville, Maine; Doctor of
Engineering, Worcester Polytechnic Institute in Worcester,
Massachusetts; and Doctor of Humane Letters, St. Joseph's
College in Standish, Maine. |
